Disable static CADC and synram tests for chip revisions <2 · 3a2fb5da

* Allow PpuHwTests to select working chip revisions
* Rename test_cadc -> test_cadc_static to reflect the static
  nature of the checked test pattern

High congestion on simulation nodes might lead to longer than expected
simulation times. In such cases, prematurely aborted tests lead to false
CI votes and higher total verification times.
