Add tvb-storage and tvb-framework Spack packages

Some of the TVB jupyter notebooks available in the Collab depend on these 2 packages, so it would be great to make them available as well.

I merged your request but the pipeline ended with an error on one of of the llvm variants: https://gitlab.ebrains.eu/akarmas/ebrains-spack-builds/-/pipelines/11171

Can you please check and resolve it ? Also check if all the TVB packages have been installed successfully!

Hi, I opened PR#9 to specify the variants for the new tvb packages in spack.yaml

Thanks i merged it already! Please inform me if everything works for TVB in the notebook environment once the build pipeline completes!
