feat(py-nestml): add NESTML version 8.0.0-rc3

Charl Linssen requested to merge chlinssen/ebrains-spack-builds:nestml-8.0.0-rc3 into master

In our CI we had to update to Python 3.9 because some library dependencies started to give issues (https://github.com/nest/nestml/pull/1138). Would there perhaps already be a timeline for upgrading the EBRAINS Lab to 3.9? Much obliged!
