feat(py-nestml): add NESTML version 8.0.0-rc3

In our CI we had to update to Python 3.9 because some library dependencies started to give issues (https://github.com/nest/nestml/pull/1138). Would there perhaps already be a timeline for upgrading the EBRAINS Lab to 3.9? Much obliged!

Compare with previous version

The python version in the Lab will be updated probably next week to 3.11, and the next official EBRAINS release will use 3.11 :)
