Documentation merge

This request is in interest of merging the documentation files I have created in my local repository with the tool Sphinx.

• My branch has changes in docs/config.py and in docs/source/.
• Also, moose-examples/snippets directory in this branch has all the files possessing comments in the proper form as asked by the Sphinx.
