Spinnaker config

This adds a SpiNNaker config file to the VM image. This will then let the SpiNNaker software work straight away (and can be ignored by anything else).

Is anyone willing to look at this and merge it?

Hi Andrew, sorry for the delay. The MR is fine and we'll include this in the next lab release
