Add VEP Stimulation package to ESD

Summary

The INS VEP Stimulation package - vep_stim - is a deliverable from WP3.4 and should be part of the ESD. Thus, I add here the Spack recipe for it and 2 of its dependencies: Parfor and Cmdstanpy.
