Add(package) meta-brainscales

These commits provide all the necessary software for the BrainScaleS(-2) client-side software components.

To be discussed:

• extra patches for LLVM → better update the package in "spack"? (or most radical: rename package?) (the patches provide additional libclang API functions used by genpybind code generator tool)
