Add `jemalloc` as dependency for NEST
This commit is not directly related to NEST, but NEST would benefit from jemalloc being available by reduced network construction times.
As such it's an optional dependency. Currently no other package seems to pull it in, and even if, it would be cleaner to properly declare it here.
