feat(BSS2): Update software state to current state

Eric Müller requested to merge update_bss2 into spack_v0.23.1

Now that the BSS-2 software versions are okay with the changes to the dependencies… we try to get new software in 😇

⇒ This is based on the fix_gcc133 !636 (merged) changes and only adds one commit that introduces a 10.0-a1 version for the BSS-2-related packages:

  • feat(BSS2): update packages (end-of-July 2024 -> "now")
