fix: build w/ modern intel-tbb

Eric Müller requested to merge fix_apbs into master

This should fix builds of the ESD where modern intel-tbb is used (e.g. for new gcc compilers this is required).

…and as suite-sparse dropped tbb support a long time ago… (since 5.11.0): https://github.com/DrTimothyAldenDavis/SuiteSparse/issues/110 this is also a trivial change (no-op!).
