Add package.py for the human-multi-area-model

Added the package.py to run the Human Multi-Area Model (HuMAM) workflow to wf-human-multi-area-model. As part of the dependencies, the Python package NNMT was also added to py-nnmt. Both packages were added to the spack.yaml.
