feat: Add py-sbi and py-vbi packages

Summary

This commit adds two new packages, py-sbi and py-vbi, to the repository. The sbi package belongs to mackelab and was not listed in the spack packages. The py-vbi package is added with version 0.1.0 The py-vbi package also has an optional CUDA support variant. These packages are added to the spack.yaml file to be included in the project dependencies.
