fix(py-pynn): Dependency on py-setuptools@61:

We encountered package installs (using some py-setuptools@59… that failed with an UNKNOWN package name.

⇒ setuptools meta data is only supported since py-setuptools 61 or later, see: https://setuptools.pypa.io/en/latest/history.html#v61-0-0
