fix(BSS): llvm variant selection changed

Eric Müller requested to merge spack_v0.21.1_fix_llvm_for_bss2 into spack_v0.21.1
  • llvm's libcxx selection changed for spack 0.21.x
  • fix llvm+visionary version constraining
  • also drop direct dependencies on llvm from BSS-2 packages as we depend on genpybind (which is the only package that needs it)
