Add BSB package

Added the description of the BSB core package and minimum required runtime dependencies.

I'm running into a series of "Package not found" errors on my machine that disappear when py-scipy and py-scikit-learn are commented out. The packages seem to have been dropped in spack 0.20: py-backports-functools-lru-cache, py-functools32, py-subprocess32 etc etc.
