Add py-torch (in some non-cuda version)

Egidio Falotico mentioned NRP has problems integrating py-torch "into the platform". Let's see what happens…

can I trigger a test build that does something :)? I probably need to get the credentials/tokens right for oc login (which I probably don't have)… this isn't "inherited" from the forked-from repository, ACK? (Sorry, I'm not the gitlab CI expert …)
