py-elephant installation tests

Thank you for adding the tests!

The source branch here needs to be up-to-date with the target branch to run the correct (with Spack tests enabled) pipelines. I opened a MR, you just need to merge it

Thanks for the clarification, I was briefly confused because of the pipeline error.

Yes sorry for not warning you, the pipeline will fail until all spack packages fix their tests, that's why we use this branch for now until all the tests pass.
