Add NEST 3.4_rc1

Dennis Terhorst requested to merge terhorst/ebrains-spack-builds:nest-3.4-rc1 into master

This is the first pre-release for NEST@3.4.

It is not intended to go to the next EBRAINS release, but should be available for testing in INT and Experimental. For the next release a proper 3.4 will be done in the comming weeks and I'll create a new PR.
