Add NEST 3.4_rc1

This is the first pre-release for NEST@3.4.

It is not intended to go to the next EBRAINS release, but should be available for testing in INT and Experimental. For the next release a proper 3.4 will be done in the comming weeks and I'll create a new PR.

You can test NEST 3.4_rc1 using the "EBRAINS-test" kernel in the lab-int. On Friday, it will become available to the production Lab as part of the experimental release.

Perfect! Thanks for having a look! I just tried in lab-int and at least the smoke test import nest works nicely!

@orfeasa, is there a possibility to test registered notebooks against this kernel on INT?

Not yet, this task has been paused and put into the backlog due to my heavy workload. I am reopening it this week though.

@terhorst is it ok to also merge this to the test-spacktests-workaround branch? I try to keep it as up-to-date as possible

Yes, sure! It is definitely good to know if the new one also passes the spacktests.
