Remove NEST options
requested to merge terhorst/ebrains-spack-builds:test-spacktests-workaround into test-spacktests-workaround
The options given are on by default and should not explicitly be enabled in the spack.yaml.
(This is also a test MR for the test-spacktests-workaround branch, but does not harm when included in master)
