Update BrainScaleS and add hxtorch

This updates pynn-brainscales to include the fixes (since rc1) that we only added to the experimental branch. However, the addition of hxtorch is a difference to the previous state — it didn't build on EBRAINS initially and we had to debug the build for quite some time…
