Maybe fix hxtorch build

Eric Müller requested to merge emuller/ebrains-spack-builds:update_hxtorch_to_2.0-rc8 into master

This adds googletest's lib/lib64 install folder explicitly to the list of libraries (it should be found in the code block above… but isn't).

  • We fix something in the hxtorch build configuration, but this should not have had any consequences…
  • We update pynn-brainscales to align with the hxtorch software state (same UHEI-server-side experiment service used → version compatibility needed)
