Add package hxtorch (2.0-rc5) and activate

This adds a PyTorch-based BrainScaleS-2 toplevel API. All dependencies should be met (it's basically only PyTorch in addition to our other dependencies, which are already there via pynn-brainscales)… let's see .

I assume this has been included by mistake @emuller?
