Transfer to the OpenShift pod that will perform the build, the script needed to create the configuration for the respective spackified JupyterLab kernel

Added create_JupyterLab_kernel.sh script that creates a spackified JupyterLab kernel conf and places it to NFS where it can be loaded by all users based on the instructions contributed by Eric Mueller

Defined some global variables into CI/CD Variables so that a change in them does not result in new commits
