[neuromorphic] Sending notification e-mails when users make a new resource allocation request

Request

Access to email relay for sending a small volume of e-mails to a small number of EBRAINS users.

I suggest as sender address "neuromorphic@ebrains.eu"

The mails will be sent from the "neuromorphic-remote-access-api" service currently running in the JSC Cloud with internal IP address 172.31.3.130.

Background

Neuromorphic platform users (SpiNNaker and BrainScaleS) receive an automatic test quota/resource allocation the first time they try to submit a batch job or start an interactive session for a given project.

When this test quota is used up, they can request additional resource allocations using the Job Manager app. Neuromorphic system administrators should then receive a notification e-mail, so that they can review the request and either approve or reject it.

I have configured our email relay running on JSCcloud to allow neuromorphic@ebrains.eu to send as no-reply@ebrains.eu .

I have shared the credentials and documentation with @adavison .
