[NRRPLT-8066] Setup the code coverage for jest/bitbucket

hot merge as a working basis for service events

- Jest.config.json file that contains the necessary configuration for running
  istanbul (the code coverage tool) on our react app

- New script in package.json that runs the coverage

- Bitbucket-pipelines is aware of the coverage folder and generates the
  code coverage metrics.
