[NRRPLT-8002] Added a REST call to fetch the experiments list from the proxy

- New generic http request class that all the proxy and backend services can use
  to perform requests

- Experiments service class now uses the proxy url from the config.json

The commit includes various features discussed during the kickoff meeting of
frontend 2.0

- Class syntax for React components (class App extends React.Component)

- A json file (endpoints.json) that reads the various REST endpoints for the proxy

- An options file that includes all the common http request options

- The GET /proxy/experiments request with the use of the Fetch API
