This patch sets the default camera publishing to 30 fps. Previously, it was set to 0.0 which means infinite to the GazeboRosPackages libgazebo_ros_camera plugin. In testing, the Husky would publish ~3000 images in 3 seconds which would end up in simulation recordings. Change-Id: Iedc9b38e73e9652f50b61a124b4eb945fe7bcd71
