fix(jaxsnn): Provide genpybind via build-brainscales

This is somewhat ugly, we should rather introduce a list of dependencies
that are requires for building `hxtorch.core` (which is build by both,
`hxtorch` and `jaxsnn`) and use it in jaxsnn.
