Re-enable smpc automated tests

Changelog:

  • Upgraded smpc image to v7.
  • Minor fix for monetdb caching, all cached should have the '-3' suffix.
  • Reenabled smpc standalone tests and smpc env tests. Jira
  • Minor smpc test fixes to align with new version of mip-engine.
  • The smpc standalone tests should not use the CerelyWrapper but the CeleryApp direclty.
  • Added configuration in the smpc configs so that the standalone tests can connect with an external smpc cluster.
