Dev/mip 18/add the possibility of filters when creating a view

Changelog:

1. Added the funcionality of filters. Filters will be in a jQuery format. Used and adjusted to the case a @jassak implementation
2. Impemented a validator for filters. Which was needed on the validate_algorithm.
3. Added celery task signatures to dictionairy.
