306 spike from file (#314) 

Created a new cell kind that injects a user-suplied stream of spikes, along with corresponding cell_group implementation called dss_cell_group.

The miniapp is updated to test this functionality
  * An ostream spike time parser
  * A new command line argument -I with a Path.
