Create an issue for each EBRAINS tool or service that could be used in an automated workflow

Sources for lists of EBRAINS tools and services:

• List of Spack packages in EBRAINS software distribution
• List of components from SGA3
• HBP tool book (PDF)
• centralized reference for EBRAINS RI to be developed?

Notes:

• Not all tools and services can be used in automated workflows, some are intended for interactive use.
• Libraries and command-line tools are all good candidates
• Some web services can be wrapped as CWL components using command-line clients
• For some tools and services, multiple CWL components are possible (e.g., Elephant), but initially we will create just one issue per tool/service
• We should use a standard template for all such issues
