-overwrite option for tab2file command actually appends

    When the file pulse.plot already exists,

    tab2file pulse.plot tab table -nentries 199 -overwrite

    actually appends the contents of table 'tab' to the file instead of overwriting.

        Fixed. Implemented tests for this in moose/TESTS/bugs/SourceForgeTracker/1888537_tab2file_overwrite.
