Move docs to moose-docs repo and make this repo snapshot only

The docs folder is to be move to https://github.com/BhallaLab/moose-docs and this repo is to be snapshot only i.e. only release tags are to be merged into this repo. No direct development should be allowed on this repo except for bug-fixes and packaging scripts which are part of this repository.
