SIMPATH environment not handled in MOOSE

The SIMPATH variable in GENESIS is used to tell the system which directories to search in. MOOSE does not handle this, and as a result scripts with default directories (like kkit dependent scripts) do not work unless the required files are in the working directory.

It has been fixed in revision 358. Now one can call moose like moose -c <configuration_file> -p <simpath> <scriptfile> <script arguments> all the command line arguments are optional. MOOSE takes SIMPATH variable from command line, environment and configuration file - merging all of them as available .The default SIMPATH is current working directory and user's home directory in the SIMPATH variable. The SIMPATH variable should be specified like %PATH variable in DOS shell ( semicolon separated list of directories - c:;c:\moose;d:\simulation\scripts ) in Windows platform and like bash $PATH variable in Unix-clones ( colon separated list of directories - ~:/usr/local/moose:/opt/:/home/moose/scripts ).
