Unix shell commands not accessible within MOOSE interpreter

    The MOOSE interpreter (using the GENESIS language interface) does not farm out unrecognized commands to the UNIX shell. This is a nice convenience but would take a little work to behave on all platforms.

        Implemented. There remain issues with what happens in MPI (currently I disable shell commands) and non-Unices (currently don't execute the command).
