[refine] Neuromorphic VMs @ JSC

We are investigating the current EBRAINS platform for further improvements.

Current setup of neuromorphic is

• database as VM based
• backup as VM based
• api as VM based

API and DB could be k8s based and PV accordingly. What is the use of backup VM, given that /mnt/backups disk is 100% full (grafana dashboard). We can consider adding this to backup mechanism that already exists.
