MIP from VM based to K8S based

• decomission VM based MIP-Pub from JSC (currently used MIP Pub -> https://hbpmip.link/access deployed in CSCS)
• MIP pub to be containerised (WIP from MIP team)
• MIP Pub deployed in RKE2-1-jsccloud (check mid July)
